FACULTY INTERNATIONAL ACTIVITIES

Federal public employees linked to the Executive Branch can travel abroad, on service or for the purpose of improvement, when conditioned to the interest of the Administration or the area that they have a direct relationship with, with the purposes of the Higher Education Institution to which they are linked, and with the authorization of the top manager. In the following situations:

  • Participation in short-term events, such as seminars, congresses, meetings, technical visits;
  • Participation in a stricto sensu graduate program or post-doctoral studies abroad;
  • License for Training; and
  • International mobility to do a doctoral internship (sandwich).

Decree 91.800/1985 establishes that trips abroad by public servants, in service or with improvement purposes, are:

  • Without onus, when they imply total loss of salary and other advantages of the position, function, and when they don’t give any expense for the Administration, thus being considered the trips in which the server receives a direct invitation from a foreign entity of any kind or is paid for by a Brazilian entity without ties to the public administration;
  • With limited onus, when they imply the right only to salary or salary and other advantages of the position or function, including participation in international congresses abroad, according to Decree 1.387/1995; and
  • With onus, when they imply the right to tickets and/or per diem, the employee being assured of salary or salary and other advantages of position, function or employment, in trips for up to 15 days, for service or improvement related to the end activity of the entity, with a need recognized by the Minister of State (Ministro de Estado), or even with funding approved by CNPq, FINEP or CAPES, according to Decree 1.387/1995 and Decree 2.349/1997.

In cases where traveling abroad with onus (tickets and/or per diems), the server may waive, in total or in part, the payment of tickets or per diem indemnities, since they have a legal patrimonial nature available.

The act of resignation must be documented in a clear way, excluding any doubt that could be interpreted as harmful to the institution.

In addition, it must expressly inform at the beginning of the process, the period of leave and also the period of resignation, attaching the statement.

At Unipampa, the responsible for removals from the country for congresses, seminars, missions or exchanges and full removals for qualification in stricto sensu graduate programs is the Dean of Personnel Management (PROGEPE), through the Personnel Administration Coordination (Coordenadoria de Administração de Pessoal – CAP) and the Division of Functional Monitoring and Leave (DAFA), which provides knowledge bases for:

  • Leaving the country;
  • Integral leave for teachers qualifications; and
  • Integral leave for qualification of administrative technicians in education.

The Personnel Assessment, Development and Training Division (DADCP), linked to the Quality of Life and Personnel Development Coordination (CQVDP), is responsible for implementing and coordinating the actions of the Employee Training Program, which includes, among others , receiving requests from servers to participate in courses or external events, with resources from the division or the campuses.

Another option for faculty members who have completed the probationary internship is to request telework abroad.

The foreseen cases for requesting telework abroad are those replacing requests for leave to study abroad (Clause 95 of Law 8.112/90):

  • when it can occur simultaneously with the exercise of the job position;
  • provisional exercise;
  • to go with a spouse;
  • when medical treatment needs to be taken abroad; or
  • travel to accompany a spouse who is not a public server transferred to work abroad.
